In 2000, Mr. Moukarzel founded the first academy in the Arab region specialized in honoring innovators, protecting their ideas and registering them in the world of information and communication technology, especially website designers and developers in the Arab world.

He presented the first award in the Arab world, which was the award for the best website in Lebanon, while the age of Internet did not exceed the number of fingers of one hand. The competition was launched from Lebanon in collaboration with Microsoft to the United Arab Emirates in cooperation with Dubai Internet City and from there to the Kingdom of Jordan Hashemite with the Ministry of Communications and Information Technology, then to Sultanate of Oman with the General Authority for Information Technology, then then the State of Kuwait with the Central Agency for Information Technology, through the Arab Republic of Egypt with the Ministry of Communications and Ministry of development, Follow-up and Administrative Reform, then Kingdom of Bahrain and the Kingdom of Saudi Arabia.

Additionally, he launched an award for the best Arabic website, which included the countries of the Gulf Cooperation Council, Lebanon, Jordan, Egypt and others, and during two decades, Mr. Moukarzel conducted several seminars and conferences on intellectual property and Internet crimes in cooperation with Dr. Muhammad Al-Kamali, Director General of the Institute for Training and Judicial Studies, BSA Association and Microsoft Corporation To motivate institutions to register their intellectual property to protect their innovations, and seminars on cybercrime and how to combat it.

In 2003, Moukarzel established the Arab Organization for Social Responsibility, an independent Arab organization in Lebanon, and was elected as its president. The organization began its activities in Beirut, the capital of the Lebanese Republic. and transforming it to the level of a strategic concept in the work of Arab municipalities, governments and popularizing their culture to move from the responsibility of an individual to the culture of a society.

Also, in 2017, he established the Arab Center for Smart Services Technology and Innovation in Lebanon, and it was launched to the Arab region from its regional office in Dubai, United Arab Emirates.

Mr. Moukarzel worked with an integrated team of different Arab nationalities to motivate civil societies to engage in all sectors of social responsibility and set principles to improve and develop the work of social responsibility, support its programs in achieving sustainable development, bring the initiatives of Arab public and private institutions closer, and develop the strategies of their departments to reach international quality standards.

He issued the first professional diploma for social responsibility, assisted by a team of relevant experts, and concluded a collaboration with the Arab Open University to teach the diploma in the university’s branches extending to 8 Arab countries. As for the added value recorded by the Arab Organization for Social Responsibility and the Excellence Awards Academy, it is the approval of the Government of Dubai represented by the International Accreditation Center and the approval of the Dubai Economy, the government agency for licensing the issuance of quality and conformity certificates for social responsibility, which is the first of its kind in the Arab region and the world.

In 2009, Moukarzel launched the E-Government Award with the League of Arab States to cope with the technological development and incentivize governments. In March 2014, Moukarzel announced the Smart Government Award from Dubai. The event was held under the patronage of HH Sheikh Mohammed Al-Abdullah Al-Mubarak Al-Sabah. In 2017, he launched an award Excellence program for Government Achievements where he held an event in Cairo under the patronage of the Minister of Communications and Technology.

In 2011, he launched TATWEEJ Academy that aims to crown leading and managerial figures who have made achievements in their work and communities and highlight the achievements of leading public figures. Activities were launched in an official ceremony under the patronage of His Highness Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai at Burj Khalifa, followed by the second official ceremony under the patronage of HE the Minister of Economy of the United Arab Emirates. Mr. Moukarzel has crowned economic leaders and banks with the President of the Union of Arab Banks followed by the crowning of Islamic banks and institutions under the patronage of the Secretary-General of the General Council of Islamic Banks, also launched Al-Nisr Al-Arabi Award for Public Administration which has been done under the patronage of His Excellency Major General Abdul Qudous Al-Obaidli, Deputy Commander-in-Chief of Dubai Police for Excellence and Entrepreneurship and Chairman of the Emirates Strategic Planning Association and under the patronage of Major General Nasser Salim Saif Al Nuaimi, Undersecretary of the Ministry of Interior in the UAE.

With the recent higher focus on innovation in the government sector, and under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to have an innovation month as of 2018, Mr. Moukarzel launched the Afkar Award for outstanding government innovation in the Arab region.

And in 2021, he proudly announced that all the awards have moved from the regional level to the international level, under the management and accreditation of the International Excellence Foundation (IEF), Florida, USA. which includes several activities.
